Following extensive community consultation through the "Building Our Moira: Your Shire, Your Say" campaign in May, council has adopted its Council Plan 2025-29, Budget 2025/26, Revenue and Rating Plan 2025-29, Financial Plan 2025-35, and Asset Plan 2025-35.
Chair Administrator Dr Graeme Emonson PSM said the suite of plans creates a solid foundation for Moira's future while responding to immediate community needs.
"These five strategic documents represent our blueprint for a stronger, more resilient Moira Shire," Dr Emonson said.
"They reflect what we heard from the community and set out a clear path for delivering the services, infrastructure and economic opportunities our region needs."
The adopted Budget 2025/26 includes $46.5 million for community projects, with $18.8 million dedicated to renewing existing roads, bridges, buildings and parks and $26.4 million for new assets responding to growth.
Major projects progressing this financial year include the Yarrawonga Library, Events and Performance Precinct, the Yarrawonga Multi-Sports Stadium, and the Numurkah Flood Levee Northern Bank.
"These investments address our community's priorities while ensuring council remains financially sustainable," Dr Emonson said.

The Revenue and Rating Plan 2025-29 includes strategic adjustments to differential rates to support key sectors.
This includes a reduction in the farm differential rate from 100 per cent to 95 per cent to support the agricultural sector, and an increase in the commercial vacant land differential to encourage development.
"We understand the current economic challenges facing our community, particularly our agricultural sector, and the impacts of the Bega Strathmerton closure," Dr Emonson said.
“These plans include targeted measures to support economic resilience and growth across the Shire.“
The plans are now available via www.moira.vic.gov.au/Our-Council/Our-plans-and-strategies with regular updates on implementation progress to be provided throughout the year.
